Renewing an asylum seeker's document

For people who have already applied for international protection (asylum) and need their applicant document issued or renewed: the hoja blanca (resguardo) or the tarjeta roja.

Documents

• Appointment confirmation (justificante de la cita), if you have one.
• One passport-size photo (tamaño carné).
• Your international protection applicant document, original and photocopy (hoja blanca or tarjeta roja).

Steps

• Check the timing: book when the document expires, which is 9 months after the resguardo de formalización was issued (if the application was formalised inside Spain) or one year after the tarjeta roja was issued.
• Book in the cita previa system: province Alicante, TRÁMITES POLICÍA NACIONAL, service POLICIA- EXPEDICIÓN/RENOVACIÓN DE DOCUMENTOS DE SOLICITANTES DE ASILO.
• In the field "Motivo o tipo de solicitud de la cita" you must enter: your international protection file number (if you already have one), sex, language and home address.
• Save or print the appointment confirmation.
• Go to the chosen police office with the photo and your applicant document (original and copy).

Important

• The appointment confirmation does not by itself authorise stay or residence in Spain.
• Report any change of address at every stage of the procedure.
• If you cannot get an appointment online, go to the Brigada Provincial de Extranjería y Fronteras of your province or to an authorised police station.
• The official document list for this appointment mentions no fee.

Applying for asylum (protección internacional)

For people in Spain who want to ask for international protection (asylum). In the province of Alicante the appointment can only be booked with Cl@ve.

Documents

• Passport, original and a complete copy of all pages.
• 2 passport-size photos (tamaño carné).
• A document showing your home address.
• For a minor: birth certificate (partida de nacimiento), original and copy, with a sworn translation (traductor jurado) if not in Spanish; the child comes with the parents.
• If one parent is absent: a notarial deed (ACTA NOTARIAL) from that parent expressly authorising the other parent to apply for asylum in Spain for the child.
• Any evidence supporting your case: a handwritten account, photos, documents from your country.

Steps

• Book in cita previa: province Alicante, TRÁMITES POLICÍA NACIONAL, service POLICIA- SOLICITUD ASILO. Access is only with Cl@ve; if you do not have Cl@ve, any person or organisation registered in Cl@ve can book the appointment in your name.
• If the province offers no appointments for this service, contact the relevant police office.
• Formulación and registro: you state at the police that you want protection, your data and biometrics (fingerprints, face image) are taken. You receive a document identifying you as an applicant, which protects you from removal during the procedure, plus leaflets on your rights and obligations.
• You are given an appointment for formalización. You must attend it.
• Formalización: a personal interview about why you are asking for protection. A lawyer may attend (on prior request) and an interpreter if needed. The interview is audio-recorded; you review and sign the transcript.
• Afterwards you receive a copy of the transcript and the resguardo de formalización, which proves you are an asylum applicant.

Important

• If you complete registro but do not attend formalización, the application is treated as withdrawn and you lose the right to stay.
• Since 12 June 2026 the procedure follows Regulation (EU) 2024/1348 (the PEMA section of the Oficina de Asilo y Refugio site).

Temporary protection for people from Ukraine: application

For people displaced from Ukraine by the war: Ukrainian nationals, third-country nationals and stateless people who lived legally in Ukraine, and their family members. Applications in the EU are possible until 4 March 2027.

Documents

• Travel document and/or identity document.
• Any other documents that prove your identity and nationality.
• Passport-size photo with a white background.
• For children: documents proving the family link (birth or adoption certificate).
• Documents on family ties (marriage certificate, etc.) and on residence in Ukraine, if you have them.

Steps

• Book in cita previa: province Alicante, TRÁMITES POLICÍA NACIONAL, service POLICÍA - UCRANIA : SOLICITUD PROTECCIÓN TEMPORAL DESPLAZADOS.
• Each family member needs a separate appointment. The applicant must book personally, not a third party.
• If you have neither an NIE nor a passport: choose PASAPORTE as the document type and enter your initials followed by your date of birth. Example: "Nombre Apellido1", 01/01/2000 → NA01012000.
• Attend in person with your documents. A Policía Nacional officer records the application: personal data, family, residence in Ukraine.
• The Ministro del Interior decides. A positive decision includes residence and work authorisation (work depending on age).
• After the decision, book a police appointment for the TIE card (a separate procedure).

Important

• Since August 2026 a positive decision requires proof that you have met Ukrainian military obligations or are exempt from them.
• Applications from people who already hold an appointment in another province are not considered.

• Free Ministerio de Inclusión line on temporary protection: +34 91 399 00 09.

TIE card for temporary protection holders (Ukraine)

For people already granted temporary protection because of the war in Ukraine who need the foreigner identity card (TIE) in their province of residence.

Documents

• Form EX-17, completed and signed by the applicant or their legal representative.
• Identity document: the same one you showed when applying for temporary protection.
• Resguardo de solicitud de protección temporal (not needed for adults when the TIE has been extended).
• A recent colour photo, 32×26 mm, plain white background, facing forward, head uncovered, no dark glasses, on good photo paper.
• Proof of payment of the Modelo 790 Código 012 fee, printed in full including the bottom part marked "Ejemplar para la Administración".

Steps

• First check whether you need a new card: under Orden INT/96/2026, TIEs already issued are automatically extended until 4 March 2027, so no new card is needed.
• If you do need a card, book in cita previa: province Alicante, TRÁMITES POLICÍA NACIONAL, service POLICÍA TARJETA CONFLICTO UCRANIA. Appointments are personal: one per family member.
• Fill in EX-17 (tick TARJETA INICIAL, RENOVACIÓN or DUPLICADO) and print the original and a copy.
• Generate the 790-012 fee form on the Policía Nacional site, pay at a bank and print it in full.
• Attend with your documents. Children come with the adult their application was linked to when temporary protection was requested.

Important

• The TIE can only be issued in your province of residence.
• The authorisation granted by the OAR decision is fully valid even without the TIE.
• Do not photocopy the fee form: each one has a unique identifier.
• If the 790-012 fee was paid by mistake, the refund is handled in person at the Unidad de Documentación that issued the TIE (or where the appointment was), not through the registry.
• The official sources do not say which line of the 790-012 form or which amount applies to this card; check with the police office.
