Torrevieja is rebuilding the Los Locos beach promenade (Avenida Doctor Mariano Ruiz Cánovas): more than 1,100 metres of seafront will become a two-level pedestrian area with trees, children’s play areas and outdoor fitness zones. PAVASAL is carrying out the works for €8,592,352 (VAT included); the first section closed on 23 September 2026 and completion is scheduled for 1 January 2028.
What will be built. Under the design by architect Juan Ignacio Fuster, presented by the town hall in 2023, the promenade will have two levels. The upper level is a wide stone boulevard at today’s pavement height, with seating areas, shops and café terraces; vehicles will only be allowed in for garage access and emergencies. The lower level is a lighter, wood-look element with a winding path through planted terraces, linking the beach to the boulevard. The plans promise more greenery and shade, three children’s play areas, outdoor fitness zones, two toilet blocks with a first-aid post and removable walkways to the sea. The works cover 21,044.75 m² and will connect with the Punta Margalla promenade.

How the works are going. The tender was launched on 31 October 2025 with a budget of about €10.07 million; in March 2026 PAVASAL was rated the best bid, and the contract was awarded on 8 May with a 14.65% discount. The works are split into four consecutive sections: the next one starts only when the previous one is finished, and completed sections will reopen. The first section runs from Calle La Sal to the Curva del Palangre. The town hall promises to keep access to homes, garages, shops, restaurants and the beach; Avenida de las Habaneras stays open, traffic continues along Calle Mariano Ruiz Cánovas, and the outbound route of bus line 8 (Centre–La Mata) has been temporarily changed.
What it means for homes in the area. The Los Locos promenade is one of Torrevieja’s main seafront streets, lined with apartment blocks from the 1970s and 1980s. Until 2028 it will be a building site section by section, so if you are renting, buying or selling near the beach, check when the works will reach your building. Once finished, residents will get a pedestrian promenade with greenery and direct beach access, while traffic moves to the streets behind. We make no price forecasts, but the quality of the seafront is an important factor when choosing a home by the sea. The video below is a 2023 3D rendering of the project; the final design was adapted to the Costas and Generalitat reports and may differ in detail.
