Who collects what
SUMA Gestión Tributaria is the autonomous tax agency of the Diputación de Alicante. According to its website, in Torrevieja it manages the property tax (IBI), vehicle tax (IVTM), the rubbish collection charge, the business activity tax (IAE), the urban land value gain tax (plusvalía, IIVTNU) and the driveway charge (vados), plus traffic fines and some by-law fines. In Orihuela it handles the same set, including the rubbish charge and traffic fines. Reliefs (bonificaciones) are set by each town hall; the relief table is on the municipality’s page on suma.es.
Payment periods in 2026
SUMA’s 2026 taxpayer calendar for the province’s municipalities (a few towns are excluded, but not Torrevieja or Orihuela):
- As of 16 October 2026 both 2026 periods have ended. Unpaid receipts move into enforced collection (see below). SUMA publishes the 2027 calendar on its website — check it there.
| What | 2026 voluntary period |
|---|---|
| Vehicle tax (IVTM), rubbish charge, vados and other charges | 5 March to 11 May |
| Property tax (IBI), IAE and other taxes | 27 July to 8 October |
Who pays IBI and the car tax
- IBI: the tax period is the calendar year and the tax arises on 1 January (art. 75 of the Local Finance Act). The year’s receipt is issued to whoever owned the property on 1 January — even if it is sold later that year.
- IVTM: also the calendar year from 1 January. When a vehicle is first registered or permanently deregistered, the amount is prorated by quarters (art. 96).
- Buying a home? Ask the seller for the latest IBI and rubbish charge receipts — the IBI receipt also works as proof for the padrón.
How to pay
- On suma.es without a certificate: with the reference or CSV code from the receipt, by card or Bizum.
- In the personal area (sede) with a digital certificate or Cl@ve you do not need the receipt.
- Online banking at Sabadell, BBVA, Santander, CaixaBank, Cajamar, Caja Rural Central or CaixaPopular.
- By phone on 965 292 000 (Mon–Fri 8:00–21:00, Sat 10:00–14:00) with the receipt’s reference or CSV; SUMA’s WhatsApp is 610 500 300.
- In person: by card at SUMA offices, at partner banks’ branches and ATMs, or by postal money order at Correos (may involve a fee).
Direct debit
- You can set up, change or cancel it at any time up to 15 days before the end of the voluntary period. The charge is made in the last week of the period — keep enough money in the account.
- Online with the CSV code from the original receipt (codes obtained by phone, email or from third parties are not accepted) or in the sede with digital ID; by phone on 965 292 000 — the call must be made by the holder of the receipt and the account; at a SUMA office with ID and your IBAN. You can also sign the mandate when paying a receipt at a partner bank.
If you miss the deadline
Once the voluntary period ends, surcharges apply under art. 28 of the General Tax Act: 5% if you pay the full debt before receiving the enforcement notice (providencia de apremio); 10% if you pay the debt and surcharge within the deadline given in that notice; 20% plus late-payment interest in all other cases. SUMA warns that collection costs may also be added.
