In short

Up to date as of: October 2026. Conditions and rates checked against official sources on 19 October 2026.

The Institut Valencià de Finances (IVF) is the Valencian regional government’s finance institute. It gives the bank a free guarantee of up to 20% of the home price, so the bank can lend more than the usual 80% — up to 100%. The 2026 programme was approved by an IVF resolution of 27 November 2025 and amended on 13 July 2026; the total guarantee budget is €60 million.

Applications are accepted until the budget runs out; the IVF will announce the closing on its website. From January to 10 August 2026, 1,812 guarantees were approved, and in September the institute added another €30 million.

How the guarantee works

The bank works from the “reference value” (Valor de Referencia) — the lower of the purchase price and the valuation (tasación). Without a guarantee, banks usually stop at 80%. With the IVF guarantee the bank can lend more than 80% and up to 100% of that value: the IVF guarantees the part of the loan between 80% and 100%, i.e. no more than 20%.

The guarantee is free for both the buyer and the bank. It does not cover or finance purchase taxes and fees. It stays in force until the outstanding balance falls to 80% of the reference value.

100% is the programme maximum. A particular bank may offer less under its own risk policy.

Who qualifies

  • Spanish or EU nationality, or legal residence in Spain for non-EU nationals.
  • Aged 18 to 45 inclusive on the application date. The limit does not apply if one buyer lived in a municipality affected by the DANA flood on 29 October 2024 (listed in Annex I of the rules).
  • No other home in Spain. Exceptions: a share of 50% or less; a divorce in which you were not awarded use of the family home; a usufruct in favour of a third party.
  • Continuous residence in the Valencian Community for the two years immediately before applying.
  • A mortgage offer from a participating bank.
  • No debts to the Generalitat Valenciana in enforcement (unless deferred, split into instalments or suspended).
  • The rules set no income cap or employment type: the bank assesses affordability.

Which homes are eligible

  • In the Valencian Community — Alicante, Valencia or Castellón province.
  • Your main, permanent home for at least the whole term of the guarantee.
  • New or resale; open market or privately developed protected housing (protección pública).
  • Price excluding taxes and costs of €311,000 or less, including parking, storage room and other annexes.

Can I apply with a residence permit?

Yes. The rules expressly allow non-EU nationals with legal residence in Spain. You need a valid document (TIE or residence permit) and two years’ continuous residence in the Valencian Community. The bank decides on the loan.

I am employed or self-employed (autónomo)

The programme does not require a particular type of employment: both employees and autónomos (self-employed) can apply. The bank assesses your income and its stability under its own policy. Self-employed applicants are usually asked for more documents — tax returns and quarterly forms.

Step by step

  1. Participating bank: it studies the purchase and, if you qualify, issues a commercial offer with the mortgage terms.
  2. Documents: collect the papers for every buyer; many are valid for only three months.
  3. IVF application: online at prestamos.ivf.es with an electronic signature. The form cannot be corrected after sending: an error in a name, ID number, guarantee or loan amount leads to refusal.
  4. IVF decision: if something is missing you have 10 working days to fix it. Both you and the bank receive the decision.
  5. Bank risk approval and FEIN: the binding offer at least 10 calendar days before signing.
  6. Notary: free consultation and signing. The guarantee takes effect when the mortgage is signed — with the same bank that issued the offer.

Participating banks

According to the IVF list on 19 October 2026: Abanca, Banco Santander, Banco Sabadell, CaixaBank, Unicaja, Kutxabank, Caixa Popular, Caja Rural Central, Ruralnostra, Eurocaja Rural, the Cajamar group and other cooperative banks (cajas rurales). BBVA, Bankinter, ING and Deutsche Bank are not on the list. It changes — check the IVF website.

Participating banks may not require you to buy products linked to the home, except where the law allows it.

Pros and limits

  • Pro: you can buy without savings for a deposit — up to 100% of the reference value.
  • Pro: the guarantee is free and the rules set no income cap.
  • Limit: purchase taxes and costs come from your own funds.
  • Limit: a larger loan means more interest and a higher payment over the term.
  • Limit: the programme budget can run out; age, two years in the region and the €311,000 price cap apply.
  • Limit: the home must remain your main residence throughout the guarantee.

Frequently asked questions

How much does the IVF guarantee cost?

Nothing: under the programme rules it is free for both the buyer and the bank.

Do I need my own money with a 100% mortgage?

Yes. The guarantee does not cover taxes (ITP or VAT and AJD) or costs — you pay them yourself. Also, 100% is calculated on the lower of the price and the valuation.

Is the €311,000 cap with or without the garage?

Including garage, storage room and other annexes, but excluding taxes and costs.

How do I prove two years’ residence?

With a padrón certificate showing your history (certificado de empadronamiento histórico), no older than three months. If it is not enough, the IVF accepts your work history report (vida laboral), a rental contract or utility bills in your name.

Until when can I apply?

There is no fixed deadline: applications are processed in order of arrival until the €60 million budget runs out. The IVF will announce the closing on its website.

Can I apply if I own a share of a flat?

Yes, if the share is 50% or less.
